The Adams County Circuit Clerk's office said charges were dropped Thursday against 37-year-old Chad E. Payne, of Quincy, after a witness failed to positively identify him in the courtroom.

Payne was arrested back in April when emergency crews responded to 632 N. 5th Street to find a 64-year-old man who had been stabbed once.
