Quincy man enters guilty pleas to two felony counts, including child pornography charge

A Quincy man entered guilty pleas to two felony counts, including a child pornography charge, on Wednesday at the Adams County Courthouse.

In exchange for the pleas, Richard R. Rife, 28, agreed to a sentencing cap of six years. He will be sentenced at 1 p.m. on Dec. 21 by Judge William Mays. Rife pleaded guilty to a Class 2 possession of child pornography charge and a Class 4 home repair fraud charge.

Rife's problems started with the home repair fraud case. He entered into a contract on June 7 to roof a house in Quincy. He received a $3,000 check from the victim, but failed to complete the job, according to Assistant State's Attorney Jamie Friye. Rife was arrested on Aug. 14 in that case.

The child pornography charge was levied against Rife after his live-in fiance found pornographic images on Rife's cellular phone, a white Samsung phone, on Aug. 14. According to Friye, the woman guessed his password to gain access to the phone. Friye said that there were naked photos of females under the age of consent. The girls, Friye said, ranged in age from 8 to 10 years old who were involved in sexual acts. Friye said that Rife admitted to trading pornographic images with random people. Information in that case was filed on Aug. 27.

Rife has been lodged in the Adams County Jail since his arrest on the home repair fraud case. Bond in the child pornography case is set at $50,000. Bond in the home repair fraud case is set at $30,000.

At the time of his arrest, Rife was out on probation on a felony theft charge stemming from an Oct. 26, 2011 incident.
