HANNIBAL, Mo. (WGEM) -
The Hannibal City Council is currently one member short after the resignation of 6th Ward councilman Richard Draper last month.
But on Tuesday night, the city council is expected to fill that spot and appoint a new council-member.
Hannibal City Manager Jeff LaGarce said the resignation last month of 6th Ward councilman Richard Draper did come as a surprise to him.
The city council had previously established a procedure to take if this sort of thing were to happen which includes the acceptance of letters of intent, and the city clerk's office has received 3 letters.
Those 3 candidates are: David Klassen, Brian Powell, and James Locke, who all meet the necessary requirements to run for council member.
"The requirements aren't that stringent but there are some requirements. Particularly the ward residency is important because your going to be representing a group of people. So, the way the charter is written they don't want someone to move in run for office a week later and they really don't even understand the needs of the ward or the needs of the community," said Jeff LaGarce, Hannibal City Manager.
The person selected will hold the seat until the April 2014 municipal election.
