Hannibal and Marion County issue Level One Emergency Declaration

Essentially, this lets the state know that all local resources are being used to clear the streets, like Third street in Hannibal.  The pavement is pretty much bare right outside the Best Western.

But, that's not the case for many of the side streets, and crews could be working for days to improve their conditions.  Emergency Management Director John Hark said by declaring a "Level One Emergency,"his agency is sending a message to the state that help may be needed in the future.

"That opens up mutual aid for us as well as it a direct link with SEMA. They know we've committed everything we've got and we may be calling for outside resources if it becomes necessary," Hark said.

Hark said the declaration is protocol under the "State of Emergency" currently in effect in Missouri and it puts Marion County in line for key services, if necessary.
