Peoria Police Chief Steve Settingsgaard said in a news conference Tuesday afternoon that the shooting is believed to be gang related and could possibly be tied with a homicide that occurred about two blocks away last Sunday.

Authorities told WEEK that Thomas grew up in Peoria and traveled back and forth to a residence in Quincy.
