Spring Presides Over Final City Council Meeting


It's a big day at Quincy city hall.

Early Monday afternoon, Mayor John Spring presided over his final council meeting in a special session, and tonight third ward alderman Kyle Moore will be sworn in as the next mayor.  -

This meeting was also the final one for the 2012-2013 fiscal year. One of John Spring's last acts as mayor was to turn in final reports.

He recorded 312 employees currently working for the city, an early retirement incentive that he says saved the city four point two million dollars. He also says the cash reserve funds for the city show a balance of nearly one point three million dollars.

Spring says he's very pleased with the financial state of the city. "Having all of those monies in reserve, you know - very few cities have monies in reserve these days, most of them are borrowing money or floating bonds to even pay for their regular day to day services," he said.
