For the third time this year, the city of Hannibal is installing its flood gates to protect the downtown from the rising river.
Emergency Management Director John Hark says crews will put in all five gates Friday morning starting at 8.
The riverfront area will be closed to all traffic late Thursday night.
The river is expected to rise quickly over the next few days because of heavy rainfall to our north.
