A local not-for-profit organization thanks a Hannibal man for his help over the last two decades. The Hannibal Salvation Army says Marion County Emergency Management Director John Hark has stepped up in so many ways since he started helping during the Flood of '93.
Hark is often at the forefront of disaster as Emergency Management Director for Hannibal and Marion County and he serves on the Salvation Army's Advisory Board.
Hark says he started helping out the organization as a way to give back to the Salvation Army, because he says he saw the work it did in the community.
