The reconstruction of Shinn Lane in Hannibal won't be starting anytime soon.

City Manager Jeff LaGarce told the council bids came in higher than expected. After talking with the contractors, LaGarce said the tight construction window led to the increase as well as unpredictable weather for winter construction. He recommended the council reject the bids and rebid next month.

"We still want to get this done quick," City Manager Jeff LaGarce said. "We don't want this project to linger because of the hospital, the clinic and the Shell station itself. Everybody is going to be a little obstructed. It happens during construction, but we can put realistic timelines on this project which means we'll get realistic bids."

Council chose to reject the bids. Traffic for a new hotel being built out there will use access from the Shell Station on Shinn Lane until after the project finishes.
