A zoning change could pave the way for senior citizen apartments to replace a rundown Hannibal building.

A public hearing was held Tuesday on a zoning change for the old St. Elizabeth Hospital. The property, currently zoned for businesses, would be changed to allow multi-family apartments. Officials say the applicant is seeking grants from the Missouri Housing Development Commission to help fund the $10 million in renovations.

"We are trying to remove every possible roadblock from MHDC saying no to this project and the down zoning is necessary to remove that component of our application. So we won't have to show some type of commercial or retail space on this site," said Bob Long, Managing Partner with Hill Tide Partners LLC.

Council heard the first reading on the change tonight. It will be up for a vote at their next council meeting.
